The Kiev City State Administration reports that starting tomorrow, a phased implementation of a "red light for everyone" regime will begin during the daily minute of silence. In the first phase, at 18 locations in the center of Kiev, at 9:00 AM, traffic lights will simultaneously turn red for cars, pedestrians, and cyclists. Public transportation will also be stopped.
